The California Energy Commission relies upon the Home Ventilating Institute's test procedures for measuring the energy efficiency of Residential Exhaust Fans and Whole House Fans. These test procedures are found within HVI-916 "Airflow Test Procedure," which are incorporated by reference into the Energy Commission's Appliance Efficiency Regulations. Previously, the Energy Commission incorporated the 2009 version of this document. This document is no longer available, as it was updated in September 2015. While some language has been clarified, both documents contain the same test procedure applicable to Residential Exhaust Fans and Whole House Fans. The updated HVI Publication 916 "Airflow Test Procedure" published September 29, 2015 is available for free online at HVI's website at the following link: https://www.hvi.org/ratings/Publication_916_09292015.pdf.

The Energy Commission has revised section 1604 of Title 20 of the California Code of Regulations to update its reference from the 2009 to 2015 version, and made other clarifications related to these test procedures to this section and section 1606. These changes were without regulatory effect, and were approved by the Office of Administrative Law on September 11, 2017 pursuant to the process set forth in Title 1, section 100 of the California Code of Regulations.
