Staff Webinar - Request for Additional Information to Improve the Home Energy Rating System Program

California Energy Commission staff will conduct a Staff Webinar to obtain additional information from stakeholders interested in improving the California Home Energy Rating System (HERS) Program. The Commission opened the HERS Order Instituting Informational (OII) Proceeding, Order No. 12-1114-6, late in 2012, as a means to collect necessary information to identify potential procedures and other actions that would remedy administrative shortcomings in the HERS Program.

Purpose and Agenda

To date, stakeholders have participated in the HERS OII proceedings and provided valuable input to the record. Official notices, transcripts, and comments are available at:
The purpose of this webinar is to discuss the status of the HERS OII and solicit input on the HERS Program in relation to HERS field verification or diagnostic testing. To date the proceeding has identified the following five topics:

 - Provider Quality Assurance Programs
 - HERS Rater Disciplinary Process
 - HERS Rater Companies
 -  Conflict of Interest
 - Permissible HERS Provider Certification Categories
Staff plans to review the five topics to determine if they are still applicable and identify any changes. In addition, staff seeks to identify new topics or issues relating to HERS field verification or diagnostic testing.
Energy Commission staff will provide a brief overview of the expected process and outcome of the continuing OII. Information gathered may result in development of recommendations for Commission consideration in a future rulemaking.
