Twin Star International (Twin Star) is a Delray Beach, Florida, based company that manufactures wine chillers. From July 2015 to January 2017, Twin Star sold or offered for sale wine chillers in California through Costco.

During the investigation process, Energy Commission staff found that Twin Star was manufacturing and offering for sale in California, wine chillers that were not certified to the Appliance Efficiency Database (Database) per the Appliance Efficiency Regulations.

To settle this matter, Twin Star executed a settlement agreement (agreement) with the Commission on October 17, 2017, for $164,067.35. Twin Star will test and certify all basic models of their wine chillers to the Database before continuing to sell in California. This case started as an industry complaint. The penalty monies are deposited into the Appliance Enforcement Subaccount established by SB 454 of 2011(Pavley).
