GENERAL DESCRIPTION OF PROJECT

Watson Cogeneration Company (Watson) filed an AFC on March 19, 2009 for the Watson Cogeneration Steam and Electric Reliability Project. The project will add a nominal 85 MW combustion turbine generator (CTG), with a single-pressure heat recovery steam generator (HRSG) to provide additional process steam to the BP Carson refinery, to the existing cogeneration facility owned by Watson. Watson is a joint partnership between subsidiaries of BP America and Edison Mission Energy.

The project site is a 2.5-acre brown field site located within the boundary of the existing Watson Cogeneration Facility, which is a 21.7-acre area within BP's existing Carson Refinery (BP Refinery), in the City of Carson, Los Angeles County.


Energy Commission Facility Certification Process

The Energy Commission is the lead agency under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
