Consideration to Adopt Revisions to the
State Energy Program Guidelines
As part of the regular Business Meeting, the California Energy Commission will consider adopting revisions to the State Energy Program Guidelines (Guidelines). These Guidelines were developed to help implement and administer specific program areas funded by the State Energy Program (SEP) under the American Recovery and Reinvestment Act (ARRA) of 2009. At the direction of the Energy Commission's ARRA Committee, proposed changes have been made to the Guidelines establishing requirements to qualify for funding under the Clean Energy Business Financing Program (CEBFP). The CEBFP is one of several program areas funded under the Energy Commission's State Energy Program. The CEBFP will provide up to $35 million in ARRA SEP funds as low-interest loans to eligible applicants that:
- Enter into the California manufacturing of eligible energy efficiency or renewable energy products, components, systems, or technologies;
- Improve or expand such existing clean energy manufacturing activity; or
- Modify such existing clean energy manufacturing facility or activities in California to enable and/or expand utilization of California suppliers. Program funds will also be available for low-interest loans to eligible projects that generate either new production or expanded production of biomethane gas that is suitable for direct injection into the natural gas pipeline and eligible for purposes of California's Renewables Portfolio Standard.
A Staff Draft version of the Guideline revisions for the CEBFP was published for public comments on December 17, 2009. A public workshop was then held on December 21, 2009, to discuss the Staff Draft revisions and solicit public comments. Stakeholders and interested members of the public were encouraged to provide written comments no later than December 31, 2009. Based on the comments received, the Staff Draft version of the Guideline revisions was revised as directed by the ARRA Committee and published for public review as a Committee Draft on January 21, 2010 (publication # CEC-150-2009-004-CMF-REV1).
In addition to revisions for the CEBFP, the Guidelines are being revised to allocate additional ARRA SEP funds for the Municipal Financing Program, the California Comprehensive Residential Building Retrofit Program, and the Municipal and Commercial Building Targeted Measure Retrofit Program elements of the Energy Commission's State Energy Program. These program elements were initially allocated a total of $95 million in SEP ARRA funds. The ARRA Committee is proposing that an additional $15 million in SEP ARRA funds be allocated to these program elements to address an increased interest for program funding.
The ARRA Committee is also proposing other minor clarifying changes to the Guidelines. All Guideline revisions are noted in underline and strikeout font in the Committee Draft version of the Guideline revisions on January 21, 2010 (publication # CEC-150-2009-004-CMF-REV1).
The ARRA Committee recommends the Committee Draft version of the Guideline revisions be adopted by the Energy Commission. The Committee Draft version of the Guideline revisions is available online at www.energy.ca.gov/stimulus/documents/.
