the Joint Committees Draft 2007 Strategic
Transmission Investment Plan
The California Energy Commission's (Energy Commission) Integrated Energy Policy Report (IEPR) Committee and the Electricity Committee (the Committees) will conduct a joint hearing to seek public comment on the Joint Committees Draft 2007 Strategic Transmission Investment Plan (Draft 2007 Strategic Plan) as part of the 2007 IEPR proceeding. Chairman Jackalyne Pfannenstiel is the Presiding Member of the IEPR Committee. Commissioner Jeffrey Byron is the Presiding Member of the Electricity Committee. Commissioner John L. Geesman is the Associate Member of the IEPR Committee and the Associate Member of the Electricity Committee. Other Commissioners may attend and participate in the hearing. The hearing will be held:

Availability of Draft 2007 Strategic Plan
In 2004, the Legislature adopted Senate Bill 1565 (Bowen, Chapter 692, Statutes of 2004), which directed the Energy Commission to adopt a strategic transmission investment plan for the state. The strategic plan is to be included in the IEPR and “shall identify and recommend actions required to implement investments needed to ensure reliability, relieve congestion, and meet future growth in load and generation, including, but not limited to, renewable resources, energy efficiency, and other demand reduction measures.” (Public Resources Code section 25324) The Draft 2007 Strategic Plan is available from the Energy Commission's website at: [http://www.energy.ca.gov/2007_energypolicy/index.html].
The Draft 2007 Strategic Plan is based on the public record developed during the 2007 IEPR proceeding, which includes extensive public and stakeholder input, written comments, and presentations, as well as responses to transmission-related data requests. This hearing will provide a forum for public comment on the Committees' recommendations before the Draft 2007 Strategic Plan is considered for adoption by the full Energy Commission at the November 7, 2007 Business Meeting. In addition, the IEPR Committee will be releasing its Committee Draft 2007 IEPR in late September and will hold hearings organized by topic in mid-October to receive comments on that report. The committees are seeking the active participation of interested parties in discussing policy options and associated issues concerning the Draft 2007 Strategic Plan for the 2007 IEPR proceeding.
Written comments are encouraged to be provided in advance of the hearing, but final written comments should be submitted by 5 p.m. on September 27, 2007. Please include the docket number 06-IEP-1F and indicate 2007 IEPR - Transmission in the subject line or first paragraph of your comments. The Energy Commission encourages filing written comments by e-mail. Please include your name or organization in the name of the file. Those submitting comments by e-mail should provide them in either Microsoft Word format or as a Portable Document File (PDF) to [firstname.lastname@example.org].
