Paul Jacobs - Assistant Executive Director
Compliance Assistance and Enforcement Office

Paul Jacobs is the assistant executive director for the Compliance Assistance and Enforcement Office, where he leads a team responsible for enforcing the Energy Commission’s programs for appliance and building energy efficiency, petroleum industry fuels use reporting, power plants, and the Renewables Portfolio Standard.

Previously, Mr. Jacobs spent 30 years with the California Air Resources Board in a variety of leadership roles. He built numerous innovative industry compliance and enforcement programs and provided technical consultation on air pollution nationally and internationally. He oversaw the resolution of more than 38,000 enforcement actions totaling more than $200 million in penalties, and along with his colleagues, he was awarded the Society of Automotive Engineers Environmental Excellence in Transportation Technology Award for developing the California Council on Diesel Education and Technology.

Mr. Jacobs holds a bachelor of science in environmental sciences from the University of California, Berkeley, and attended the University of the Pacific, McGeorge School of Law. He also holds management certificates in public administration and policy from Harvard’s Kennedy School of Government and UC Davis. Mr. Jacobs lives in the Sacramento area with his wife, Karen, and has two grown children.
