John Kato - Deputy Director
Fuels and Transportation Division

John Kato is deputy director of the Fuels and Transportation Division at the Energy Commission. His team works to assure low-carbon fuels, advanced transportation elements, manufacturing and workforce arenas the transition to a clean energy and more sustainable future sustainable future that strengthens California’s economy, environment and equity through improving air quality and reducing greenhouse gas emissions.

For more than 20 years, Mr. Kato has worked to develop and implement California’s environmental air regulatory policies, served in the military, and worked for a small family-owned business. At the California Air Resources Board, he led programs to test hybrid truck emissions, demonstration projects, and financing for small businesses. He also worked at the San Joaquin Air Pollution Control District, where he conducted inspections to assure businesses were complying with air standards.

All the while, Mr. Kato dedicated time to military service as an officer in the California Army National Guard, including tours in Panama, Germany, and post-9/11 airport security for the San Francisco International Airport.

Mr. Kato’s work ethic is grounded in the early years he spent helping with the family almond farm. As the son of Japanese immigrants, he holds hard work and family as cornerstones of his values. He has a bachelor’s degree from the University of California, Berkeley, and a master’s degree in public administration from Golden Gate University.
