Renewables Portfolio Standard (RPS) Verification
Under California's Renewables Portfolio Standard (RPS) statutes, procurement claims from a RPS certified facility must be verified as eligible for the RPS in order to count towards a utility's RPS obligation. The Western Renewable Energy Generation Information System (WREGIS) has been developed to satisfy current RPS tracking requirements. The use of WREGIS is required for retail sellers and publicly owned utilities to track and report their RPS procurement.
Retail sellers and publicly owned utilities must report their RPS claims annually to the Energy Commission on July 1st of each year.
RPS-eligible facilities that use one or more non-renewable fuel must report their monthly fuel use data annually to the Energy Commission by April 1st of each year for the previous calendar year. RPS-eligible facilities using common carrier pipeline biomethane must report their biomethane data by April 1st of each year for the previous calendar year.

RPS Verification Methodology Report
This Renewables Portfolio Standard Verification Methodology Report describes the methods California Energy Commission staff uses 1) to verify the eligibility of renewable energy procured by load-serving entities for each compliance period of California’s Renewables Portfolio Standard; 2) to determine the Portfolio Content Category classification of local publicly owned electric utilities’ eligible renewable energy; and 3) describes the process Energy Commission staff follows to determine compliance of local publicly owned electric utilities with the Renewables Portfolio Standard. For each compliance period, results from the application of the verification analyses covered in this report will be issued separately for retail sellers and local publicly owned electric utilities.

RPS Verification Results
As part of its Renewables Portfolio Standard (RPS) responsibilities, the Energy Commission verifies the eligibility of renewable energy procured for each RPS compliance period by both retail sellers and local publicly owned electric utilities (POUs). For each compliance period, results from the verification analyses will be issued separately for retail sellers and POUs. For retail sellers, a final verification report will be transmitted to the CPUC to be used for its compliance and enforcement activities; for POUs, verification results for each POU will be issued independently.
All verification reports, with the exception of the WREGIS Compliance Report and the WREGIS e-Tag Report, must be submitted via upload or manual entry in the RPS Online System. Attestations for reports are required to be signed electronically within the RPS Online System.
