The California Energy Commission adopted changes to the Existing Renewable Facilities Program Guidebook (Guidebook) - publication number CEC-300-2008-002-CMF - at its September 24, 2008, Business Meeting. This Fifth Edition Guidebook was adopted pursuant to Public Resources Code Section 25747, which authorizes the Energy Commission to adopt substantive changes to the Guidebook upon providing 10 days written notice.
The adopted revisions to the Guidebook were made to reflect recent legislative changes to the program and also to streamline the application and funding award process in order to make the process more transparent to stakeholders. Senate Bill 1036 (Perata, Chapter 685, Statutes of 2007) changed the Existing Renewable Facilities Program's allocation of funds from the Renewable Resources Trust Fund from 10 percent to 20 percent of the funds collected for the Renewable Energy Program effective January 1, 2008. This Guidebook places Existing biomass and solar thermal electric facilities that are eligible for funding in tiers based on the conditions of each facility's contract and the renewable technology used to generate electricity. The target price and incentive cap for each tier is defined in the Guidebook. Additionally, the Guidebook requires biomass facilities to annually report to the Energy Commission the types, quantities, and suppliers of the biomass fuels they used during the previous calendar year.
