2013 Building Energy Efficiency Standards
Approved Computer Compliance Programs

The California Energy Commission (Energy Commission) has approved the following energy analysis computer programs that includes all Alternative Calculation Methods approved for the 2013 Building Energy Efficiency Standards (2013 Energy Standards) in accordance with the California Code of Regulations: Title 24, Part 1, Article 1, Section 10-109.

The individual programs are listed below under specific categories. These are the only programs authorized to be used under the performance approach (energy budget) method of compliance for the 2013 Energy Standards.

While the Energy Commission continues to improve software functionality, there are three residential software issues where work-arounds have been established for users of the computer compliance programs, and for building departments to verify energy projects. The only Energy Commission-approved work-arounds may be viewed here. When permanent solutions to these issues have been established and tested, the work-arounds will no longer be allowed and information will be distributed to users.

Residential Buildings, 2013 Standards

CBECC-Res

CBECC-Res V4, as well as V3, V3b1 and V3c are valid for demonstrating compliance with the residential provisions of the 2013 California Building Energy Efficiency Standards. For new permit applications made on or after August 1, 2015, V4 must be used.

Latest version of CBECC-Res and CBECC-Res Compliance Manager were approved on 5/13/2015. Please review the resolution for details of the public domain Compliance Software (CBECC-Res V4) and associated Compliance Manager (CM).

Approved 05/26/2015 for compliance with the 2013 Residential Energy Efficiency Standards for newly constructed buildings and additions/alterations, Version 6.6, as well as Versions 6.3, 6.4, or 6.5 must be used. For new permit applications made on or after August 1, 2015, Version 6.6 must be used.

Right-Energy Title 24

Nonresidential Buildings, 2013 Standards

CBECC-Com

CBECC-Com V3c is valid for demonstrating compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards.

CBECC-Com V3b shall continue to be valid for demonstrating compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards.

CBECC-Com V3 and V3a shall continue to be valid for demonstrating compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards until August 17, 2015.

  • Version 3 of CBECC-Com and CBECC-Com Compliance Manager was approved 08/27/2014.
  • Version 3a of CBECC-Com and CBECC-Com Compliance Manager was approved 12/03/2014.
  • Version 3b of CBECC-Com and CBECC-Com Compliance Manager was approved 03/24/2015.
  • Version 3c of CBECC-Com and CBECC-Com Compliance Manager was approved 06/23/2015.

IES Virtual Environment

IES Virtual Environmental 2014 Feature Pack 1, version 2014.1.0 and 2014 Feature Pack 2, version 2014.2.0.0, are valid for demonstrating compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards.

IES Virtual Environment 2014 Feature pack 1 was approved 07/07/2014 and Feature Pack 2 version 2014.2.0.0 was approved 12/18/2014.

EnergyPro

EnergyPro Version 6.6, using the simplified geometry two dimensional (2D) option of the CBECC-COM API, was approved 6/12/2015 as an alternative calculation method for demonstrating performance compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards.

EnergyPro Version 6.5 shall continue to be valid for demonstrating compliance with the nonresidential provisions of the 2013 California Building Energy Efficiency Standards until August 17, 2015.
